About HHFC

Houston Housing Finance Corporation (“HHFC”) is a Texas non-profit 501 (c)(3) corporation founded in 1979 by the City of Houston, with a purpose to provide decent, safe and sanitary housing at affordable rates to the residents of Houston. HHFC is served by a 12-member board appointed by the City of Houston Mayor. The Board has four committees; Finance, Special Projects, Governance and Bond. Generally, the Board meets monthly but may call special meetings if needed. HHFC has no employees but instead independent contractors, who carry out the functions of Executive Director, Assistant Director, Office Manager, General Counsel, Accountant, and Bond Counsel.

HHFC is an active issuer of multi-family, private activity bonds for affordable housing, and also serves as a direct lender. HHFC also finances affordable single-family subdivision developments and City of Houston economic development projects. HHFC works with city and county agencies, community non-profit developers and commercial banks to raise the financial capital that is needed for successful projects. HHFC has assisted in financing that has impacted over 60,000 families totaling more than $1.4 billion in community investment.

HHFC’s mission is to provide quality places for people to call home. This is achieved by setting premium standards of operational excellence by collaborating with both the public and private sectors. We realize this mission by using our expertise and knowledge to assist with the development and revitalization of affordable housing in neighborhoods that need it the most. We believe that all Houstonians should have access to affordable housing which leads to stronger neighborhoods and communities.

  • Redick Edwards

    PRESIDENT

    Redick Edwards currently serves as President of the HHFC Board. Redick has many years of experience working in banking, finance, and affordable housing in various capacities.

  • Albert E. Magill, III

    VICE PRESIDENT

    Albert E. Magill serves as Vice President and Director for HHFC since December 1999. Albert has over forty years of experience in real estate finance, lending, and multifamily development in Texas.

  • Carolyn Matthews

    SECRETARY

    Carolyn Matthews serves as the Secretary and Director for HHFC since December 1998. With more than forty years of experience in real estate, Carolyn is the principal broker and owner of The Property Store, a real estate firm established in 1987.

  • John A. Gonzales

    TREASURER

    John Gonzales serves as Treasurer and Director for HHFC since December 2001. Johns’ community affiliations include MUD #460, Houston Esperanza and Trotter YMCA.

  • Michael C. Nichols

    DIRECTOR

    Michael C. Nichols serves as Director for HHFC, and the Director for the City of Houston Department of Housing and Community Development .

  • Sharone Mayberry

    DIRECTOR

    Sharone Mayberry serves as Director for HHFC since December 2015. Sharone is the Founder and CEO of Mayberry Homes, Inc. which has served the housing needs of greater Houston for more than twenty-nine years.

  • Milton Birdwell

    DIRECTOR

    Milton Birdwell has served as Director on the HHFC Board since November 2018. He has over 40 years of experience in the Houston Real Estate market both as a Broker and Loan Originator.

  • Catherine Le

    DIRECTOR

    Catherine Le Dunbar has served as Director for HHFC since December 2015. She is a native Houstonian and an attorney who practices business law, real estate law, and immigration law.

  • Bolivar Fraga

    DIRECTOR

    Bolivar Fraga has served as HHFC Director since November 2018. He is a native Houstonian and an Air Force Veteran.

  • Ray Shackelford

    DIRECTOR

    Ray Shackelford has served as HHFC Director since January 2020. He is a native Houstonian and the founder of Ozark St. Consulting, a social impact and public engagement firm.

  • Ryan Mendez

    DIRECTOR

    Ryan Mendez has served as HHFC Director since May 2019. He has lived in Houston for more than forty years and currently serves as the Senior Managing Director for Global Real Estate Advisors (GREA), where he specializes in the disposition of multifamily properties in Texas.

  • Richard Mudd Sr.,

    EXECUTIVE DIRECTOR

    Richard Mudd has served as Executive Director for HHFC since 2024. He is an advocate for affordable housing and a real estate professional with more than twenty-five years of experience in various leadership capacities.

  • Kristin Shelton

    OFFICE MANAGER

    Kristin Shelton is the Office Manager for HHFC, primarily overseeing daily operations of the office and managing vendor relationships. Kristin has over twenty-five years of experience in office administration and logistics management.

  • Darrell Groves

    ACCOUNTANT

    Darrell Groves is Managing Director of DWG CPA PLLC who provides accounting services for HHFC. Darrell is a solution-oriented CPA with extensive experience leading the development and implementation of teams, projects, strategies, processes, and controls that significantly improve results. https://www.dwg.cpa/

  • Dorrance W. Monteith

    GENERAL COUNSEL

    Dorrance Monteith is the General Counsel for HHFC. He has concentrated his law practice in the commercial real estate field for more than 40 years and focuses on the representation of small to mid-sized businesses in a full range of commercial, corporate, and business transactions.
