About HHFC

Houston Housing Finance Corporation (HHFC) is a Texas non-profit 501(c)(3) corporation established in 1979 by the City of Houston. Its mission is to provide decent, safe, and sanitary housing at affordable rates for Houston residents.

HHFC is governed by a 12-member Board of Directors appointed by the City of Houston Mayor. The Board operates through four standing committees: Finance, Special Projects, Governance, and Bond. Regular meetings are held monthly, with special meetings convened as needed.

As an active issuer of multifamily private activity bonds for affordable housing, HHFC also serves as a direct lender. The organization finances affordable single-family subdivision developments and supports City of Houston economic development initiatives. HHFC collaborates with city and county agencies, developers, and commercial banks to raise the capital necessary for successful projects.

HHFC proudly maintains a portfolio of approximately 7,500 housing units, translating into more than $1.4 billion invested in strengthening our communities.

HHFC’s mission is to provide quality places for people to call home. We achieve this by upholding high standards of operational excellence and fostering collaboration between the public and private sectors. Through our expertise and experience, we support the development and revitalization of affordable housing in the neighborhoods that need it most. HHFC believes that every Houstonian deserves access to affordable housing—because strong communities begin with stable, quality homes.
